Accelerating digital transformation to boost administrative reform

Minister of Home Affairs Pham Thi Thanh Tra has addressed the process of digital transformation within the administrative system, in which there has been recognition and trust coming from the people and solutions and tasks mooted to counteract the existing limitations.

The Public Administration Reform (PAR) Index and Satisfaction Index of Public Administrative Services (SIPAS) show factors that are representative of trust among the people and the business community. Firstly, people’s satisfaction with administrative agencies has increased. Secondly, administrative reform, which has emerged as a national online public service, has achieved positive results. Thirdly, the arrangement of the State apparatus and the streamlining of staff have achieved the goals set by the central government. Fourthly, localities have made great efforts to accelerate the implementation of national digital transformation, actively contributing to the construction of e-government and serving as an important basis for accelerating the process.

However, Minister Tra also addressed the drawbacks of administrative reform. The building of institutions, policies, laws, and implementing organizations still have aspects that do not meet set requirements. This is also a barrier to socio-economic recovery and development. Moreover, the arrangement of administrative and non-business units still exhibits limitations and shortcomings.

She added that in the time to come there are five basic tasks in effective administrative reform.

Firstly, focusing on synchronously and dramatically reforming institutions and policies to remove all barriers, with resources concentrated on promoting development and speeding up socio-economic recovery.

Secondly, continuing to focus on administrative procedure reform, in particular promoting online public services to ensure digital transformation in the handling of administrative procedures for people and organizations.

Thirdly, determining the organizational arrangement of the State apparatus, to make it lean, effective, and efficient in association with further promoting the quality of administration in the new era.

Fourthly, paying attention to and focusing on reforming the public service regime and public servants, and improving the public service culture to promote the responsibilities of officials.

Fifthly, focusing on promoting a strong, synchronous, and comprehensive national digital transformation process from the central to the grassroots level.

Moreover, according to Minister Tra, the Ministry will consult analysts, scientists, scholars, officials, and the people to make improvements in assessments and ensure that evaluation criteria meet the government’s requirements. The government’s administrative reform work closely reflects the current social reality and at the same time stays abreast of development trends in administration internationally.
