The Ho Chi Minh City People's Committee has issued a plan for implementation of the comprehensively adjusted master plan for Con Dao’s development through 2045.
This plan aims to concretize the strategic directions outlined in the master plan for Con Dao island (in the former province of Ba Ria – Vung Tau, now part of Ho Chi Minh City), which had been approved by the Prime Minister.
Additionally, the plan seeks to identify a list of sub-zone planning projects, detailed planning schemes, investment proposals, and construction projects, along with the necessary resources to ensure feasibility and timely execution according to prioritized schedules.
Regarding tasks and implementation solutions, based on the approved content of the adjusted master plan, the southern city's relevant departments, agencies, the Con Dao Special Zone People's Committee, and concerned units will develop separate plans aligned with master plan's objectives, and development orientation.
Special attention will be given to the development of tourism services, core infrastructure projects, and key facilities identified in the master plan. These efforts aim to improve the quality of urban and rural residential areas, attract tourists, and promote socio-economic development while preserving natural resources on the island. The plan also emphasizes accelerating the progress of strategic projects that serve as catalysts for regional development, in line with the approved planning direction.
Furthermore, the plan includes a comprehensive review to align with the Land Use Planning for the 2021–2030 period, with a vision to 2050, and the annual land use plans for the Con Dao Special Zone. This ensures consistency with approved land use targets and avoids overlapping purposes—especially concerning special-use forests, national defense land, historical sites, and land designated for critical infrastructure projects
