Certificate of origin issuance goes live on eCoSys system

Vũ Khuê -

eCoSys plays a central role in standardizing, digitizing, and integrating all data on goods origin, thereby enhancing management efficiency and facilitating export activities.

The Ministry of Industry and Trade’s Circular No. 40/2025/TT-BCT, which regulates the issuance of Certificates of Origin (C/O) and self-certification of origin for exported goods, officially took effect on July 1.

One of the key highlights of the Circular is the mandatory implementation of the eCoSys system for the entire process of electronic declaration, issuance, and management of origin.

eCoSys, with its technical infrastructure managed by the Center for E-commerce and Digital Technology Development (eComDX) under the Vietnam E-commerce and Digital Economy Agency, performs functions such as account creation, issuance of codes for competent authorities, publicizing a

list of organizations authorized to issue C/Os, and ensuring data connectivity with the Vietnam National Single Window.

eCoSys plays a central role in standardizing, digitizing, and integrating all data on goods origin, thereby enhancing management efficiency and facilitating export activities.

To effectively implement procedures related to the declaration and certification of origin (C/O) on the eCoSys System, businesses must fully comply with the technical guidelines and operational procedures issued by the Ministry of Industry and Trade and other competent authorities.

In case of technical or operational issues—such as eC/O form display errors, missing HS codes, digital signature integration failures, problems with electronic trader profile registration, or issues with declarations for specific C/O types like Form A, B, D, E, CPTPP, etc.—businesses can report directly to the competent authorities or contact the official technical support channels published at www.ecosys.gov.vn.
