The People’s Council of central Da Nang city has approved a key master plan aimed at protecting residents' lives and property from natural disaster risks across two phases 2026–2030 and 2031–2036.
Under the plan, the city will relocate and resettle 7,174 households across 160 designated areas. Among these, 31 zones have already received financing or formal project approvals, accommodating 1,279 households. The city plans to roll out fresh investments across the remaining 129 zones to resettle 5,895 households, with proposed funding exceeding VND3.417 trillion ($131 million).
During the 2026–2030 phase, Da Nang will channel nearly VND2.256 trillion ($86.7 million) into 66 zones, providing safe housing arrangements for around 3.476 households.
In the subsequent 2031–2036 phase, the city will invest in the remaining 63 areas to rehouse approximately 2,419 households, with an estimated investment of nearly VND1.2 trillion ($44.8 million) drawn from the city’s medium-term public investment budget.
According to Permanent Vice Chairman of the Da Nang People’s Committee Ho Ky Minh, relocation priority will be granted to households living in zones facing acute risks of landslides, flash floods, inundation, and other natural hazards. Crucially, municipal authorities mandated that population restructuring must be paired with synchronized development of essential infrastructure, ensuring adequate conditions for agricultural production, local employment, and sustainable long-term livelihoods.
Under the implementation roadmap, Da Nang will focus on finalizing project paperwork and completing pre-investment procedures throughout 2026.
The 2027–2030 period will prioritize high-risk disaster zones and projects with committed financing. From 2031 to 2036, the city will systematically execute the remaining areas in order of priority, while addressing newly emerging resettlement needs, completing supporting infrastructure, and stabilizing socio-economic livelihoods for relocated residents.
