The Standing Board of Da Nang city's Party Committee in central Vietnam has recently issued an action plan to implement the Politburo’s Resolution 57, focusing on breakthroughs in science and technology development, innovation, and national digital transformation within the city.

The city set 65 specific targets to be achieved by 2030, including: digital economy to account for at least 35–40% of the city’s GRDP; a minimum of 10 projects annually to win national or regional science and technology awards; at least 95% of administrative procedures to be processed online; and online payment rate for administrative procedures and public services to reach 90%; among others.

Two key targets directly contribute to national science and technology development: at least one digital technology enterprise operating in the city to be on par with leading global firms, and at least two new undersea fiber optic cable routes to be put into operation.

Additionally, Da Nang outlined 19 targets tailored to its unique development needs: to establish at least two new centralized IT zones; develop one international data transit station (digital hub); to build one international data center; to launch at least five controlled pilot products (sandbox initiatives); to pilot and move toward implementing digital asset trading via NFTs; and to ensure the digital economy contributes at least 20% to each sector and industry.

The city also aims to attract enterprises with annual revenues of at least $1 billion to set up research and production headquarters in the city; host at least one digital technology enterprise with 15,000 employees or annual revenue of $2 billion; manage urban operations and citizen/business interactions entirely through digital platforms; and ensure 100% of local government agencies conduct internal management and operations digitally.

By 2045, Da Nang will pursue 48 specific targets, with a strong emphasis on attracting top-tier experts, scientists, and technology engineers to form a “cluster of experts."  By then, the city aims to have at least two digital technology enterprises on par with leading global firms, while its digital economy will contribute 60% of the city’s GRDP.
