The Government has called for stronger measures to develop balanced and sustainable trade in the electronics and semiconductor sectors, while increasing the participation of domestic companies in global supply chains.
The Government Office issued Notice No. 481/TB-VPCP on September 14 summarising conclusions by Permanent Deputy Prime Minister Pham Gia Tuc following a meeting with the Vietnam Electronic Industries Association and major electronics and semiconductor import-export companies.
Under the conclusion, the Ministry of Industry and Trade was instructed to work with businesses recording large gaps between imports and exports, particularly major importers, to clarify the structure and purposes of their imports by the end of September 2026.
The ministry will also review priority supporting-industry products for electronics, focusing on components and materials with high demand and strong localisation potential. It will develop programmes to connect Vietnamese suppliers with domestic and international electronics, semiconductor and technology corporations.
The Ministry of Finance will review tax incentives for domestic production of electronic components, materials and supporting industries, while facilitating imports of machinery and materials not yet available domestically. It will also strengthen import-export data sharing, customs valuation monitoring and action against trade fraud and transfer pricing.
The State Bank of Vietnam will study suitable credit policies for supporting industries, technological innovation, automation and digital transformation, particularly to help small and medium-sized enterprises join electronics and semiconductor supply chains.
Meanwhile, the Ministry of Science and Technology will strengthen support for domestic companies developing core technologies in semiconductors, integrated circuits, electronic materials and automation, while promoting chip design, semiconductor materials, packaging and testing, R&D, intellectual property protection, and technical standards.
These measures aim to increase domestic value-added, competitiveness and Vietnam’s participation in global supply chains.
