The Hanoi People's Procuracy has prosecuted a group of defendants, including Bui Thi Thanh (born in 1998) and Nguyen Ngoc Tue (born in 1984) from Nghe An province, and Tran Van Hong (born in 1974) from Hanoi, for the crime of illegally organizing for others to flee abroad.
At the end of 2023, security officers at Noi Bai International Airport discovered five Vietnamese citizens using fake Mexican visas with the intention of fleeing to the United States for work.
The investigation revealed that, driven by the desire to emigrate in the US, the five citizens had, from September 2023, directly or indirectly contacted Nguyen Minh Luong (born in 1999) from Nghe An, Tue, and Thanh (Luong's wife).
The entire procedure was orchestrated by Tue's group. They agreed on travel costs to the US ranging from $50,000 to $75,000 per person and required deposits between $5,000 and $14,000 per person. The five individuals transferred more than VND1.3 billion ($51,000) to this group.
In this case, Hong was responsible for booking air tickets for departure to Mexico at a cost of over VND500 million, despite the actual round-trip airfare being only VND230 million. Hong illegally profited more than VND224 million (nearly $8,800).
Additionally, Hong assisted Luong and Tue by instructing these laborers on how to navigate ticket control, pass security checks, and respond at the airport if questioned about their flight itinerary.
