The People’s Committee of the northern port city of Hai Phong has issued a directive requiring its departments of Agriculture and Environment, and Finance, the City Tax Office, and relevant commune-level People’s Committees to strictly follow the schedule for land clearance, land allocation, and land valuation for 42 projects involving land allocation and land-use rights auctions in the city’s plan for determining land prices and collecting land-use fees in the second half of the year.

As planned, in the last six months of 2026, city authorities and localities are tasked with determining land prices for 42 projects (39 land allocation projects and 3 land auction projects), with total expected revenue from land-use fees amounting to VND14.218 trillion (nearly $545 milion).

In the third quarter of 2026, agencies were set to determine land prices for 32 projects (31 land allocation projects and 1 land auction project). In the fourth quarter of 2026, land prices will be determined for 10 projects (9 land allocation projects and 2 land auction projects).

However, among the 42 projects involving land-use fees and land rent, two projects may not complete land valuation in the third quarter of 2026. These are the Viet Hoa – Thanh Binh Urban Area project (Viet Hoa Ward, 13.4 ha, expected land-use revenue of VND350 billion or $13.46 million) and the Thanh Cong Ecological Urban Area – Phase 2 project (Kinh Mon Ward, 74.7 ha, expected land-use revenue of VND700 billion or $26.9 million).

The Viet Hoa – Thanh Binh Urban Area project, invested by Quang Giap Group Co., Ltd., faces difficulties in land clearance because four operating enterprises are still located within the land recovery boundary. Two of these enterprises have requested relocation to other suitable sites. Viet Hoa Ward plans to relocate them to the Tay Viet Hoa Industrial Cluster, which has just been allocated with land for lease in September 2025, and its infrastructure is therefore not available for the relocation of these two enterprises.

The Thanh Cong Ecological Urban Area – Phase 2 project, invested by Thanh Cong Group JSC, has completed 47% of land clearance. However, since July 2026, the investor has submitted a report to the city’s People’s Committee requesting termination of the project. With the investor withdrawing, the locality lacks funding to continue compensating for land clearance.
