Under Decision No. 550 issued recently by the Hanoi Public Administration Service Center, the city has officially announced a list of six administrative procedures regarding foreign employment to be processed under a streamlined "Green Lane" mechanism.

The designated procedures eligible for the "Green Lane" include: issuance, re-issuance, and extension of work permit exemption certificates; and issuance, re-issuance, and extension of work permits for foreign workers.

The fast-track process specifically targets experts and high-tech workers employed by enterprises and contractors involved in the city’s major infrastructure and development projects. These include the renovation of the eastern Hoan Kiem Lake area and Dong Kinh Nghia Thuc Square, and the construction of Tu Lien Bridge and its access roads.

The fast-track process also extends to experts working on major infrastructure projects, including the Tran Hung Dao, and Ngoc Hoi bridges, as well as Ring Road 4 and Metro Line No. 5. Furthermore, specialists involved in the West Lake road expansion, the To Lich River revitalization, and the city’s high-tech parks (Hoa Lac and Hanoi Bio-High-Tech) will also benefit from the expedited service.

Furthermore, foreign-invested (FDI) enterprises and new investment projects will be granted "Green Lane" priority status immediately upon being licensed for establishment or operation by competent authorities.

The "Green Lane" mechanism offers a drastic reduction in waiting times compared to standard regulations. Processing times for many procedures have been slashed from the usual 3–10 working days down to just 1–4 working days. In certain high-priority cases, applications can be processed within a single working day.

To further encourage digital transformation, the city is also offering fee waivers for specific procedures when dossiers are submitted online via the National Public Service Portal.
