Hanoi has issued a plan for implementing tasks and solutions to develop a smart city within its boundaries by 2030.
The plan aims to synchronously implement solutions to build the capital into a smart city by 2030, connecting with smart city networks nationally, regionally, and globally, and becoming a center and driving force for development in the Red River Delta, the Northern key economic region, and the entire country.
To build and develop a smart city, Hanoi has clearly outlined nine important solution groups:
First, smart green planning: smart underground and spatial planning; developing green spaces, waterways, and culture; urban planning linked with public transportation; integrating smart technology into planning.
Second, developing digital economy and smart services: developing high-tech zones and innovation; developing smart agriculture and eco-smart cities; sustainable development and environmental protection; synchronized development of economic sectors and digital markets.
Third, finance – investment: implementing the Capital Law 2024, ensuring the legal foundation for financial solutions.
Fourth, communication to raise awareness and build consensus: training on smart urban areas and cities; organizing experiential communication campaigns; communication support for businesses; applying modern communication technology.
Fifth, attracting community and business participation: protecting intellectual property rights; encouraging the provision and use of open data; financial incentives; building a community feedback platform; organizing innovation competitions and awards; international linkages; developing community finance models.
Sixth, developing high-quality human resources: training human resources for smart urban areas and cities; STEM education; supporting community access to technology; attracting IT-communication talent; promoting leadership in attracting experts.
Seventh, prioritizing funding for digital technology research: strengthening digital technology infrastructure; encouraging innovative startups; developing innovation centers; developing the science and technology market and international cooperation.
Eight, maintaining and expanding international cooperation: encouraging international investment in smart cities; participating in global smart city networks; supporting training and expert exchange; developing international public-private partnerships (PPP).
Ninth, developing sectors within smart cities: planning and architecture; construction; culture; agriculture and environment; healthcare.
