Starting June 9, 2025, citizens and businesses in Hanoi are required to submit 100% of their administrative applications for the construction sector online.

According to the Public Administration Service Center, one of the most practical incentives for users is a complete waiver of all fees and charges, which will apply until December 31, 2025. Additionally, the cost for returning processed documents will be subsidized at VND26,000 ($1) per delivery, a benefit that extends to addresses outside of Hanoi. This will help people save significant time, effort, and travel expenses.

Furthermore, online submissions offer several other key benefits, such as: citizens can file applications anytime, anywhere, without being restricted to standard office hours. Applications will be received and processed based on a "paperless and contactless" approach, which increases transparency and minimizes potential hassles during the procedure.

To ensure citizens and businesses can easily access and use these online public services, the city has also set up 12 branches of the Public Administration Service Center with 30 reception points, along with 476 online public service agents across the city.

Moreover, remote support is available 24/7 via hotline 024 1022 (ext. 7), the 19001009 smart call center, and the Chatbot and Callbot integrated into the iHanoi application.
