Hanoi to develop urban areas along ring roads by 2045

The government promulgated Resolution No. 12/NQ-CP on February 7 on an action program to implement Politburo Resolution No. 15-NQ/TW on orientations and tasks to develop Hanoi to 2030 with a vision to 2045.
The program calls for the quick formulation of Hanoi Capital City Planning for the 2021-2030 period and a vision to 2050, in line with the Strategy for Socio-Economic Development and National Master Plan and Resolution No. 15.

Of note, it is imperative to prepare and effectively implement planning for urban areas along the Hong and Duong Rivers; plan and develop satellite urban areas, in particular creating cities within the capital area; and soon study, identify, and develop urban areas with specific locations and functions and associated with industrial parks, export processing zones, seaports, and airports.

During the period, Hanoi targets completing key infrastructure projects and building synchronous infrastructure, including Ring Road No. 4 before 2027. It is expected to map out plans for the investment in and construction of Ring Road No. 5 before 2030.

Resources have been mobilized for logistics infrastructure for Hanoi to become a transit point, connecting countries and localities in the country through roads, railways, and aviation routes.

Under the action program, the cities-in-the-capital-city model in Hanoi’s north (Dong Anh, Me Linh, and Soc Son areas) and the west (Hoa Lac and Xuan Mai), and a smart urban model along the Nhat Tan - Noi Bai traffic route should be studied and developed.

Resolution No. 12 sets a target of gradually formulating urban clusters and satellite cities in accordance with transit-oriented development (TOD) along ring roads, inner-regional and inter-regional roads, and railways, to ease pressure on the inner city.
