Under this plan, Hanoi aims to digitalize 100% of its employment data by 2030. The city will integrate Artificial Intelligence (AI) to automate the screening and matching of profiles, striving to reduce average recruitment times for businesses and waiting periods for job seekers by 30% to 50%.
Furthermore, the city will promote and standardize remote and flexible work models. This initiative is designed to help local enterprises effectively tap into high-quality human resources from across the country and international markets.
Hanoi also aims for 80% to 90% of its workforce to possess basic Information Technology (IT) skills. To address the supply-demand imbalance in tech talent, the city will restructure training programs at local universities, colleges, and vocational schools. Priority will be given to high-tech sectors, including AI, the semiconductor industry, and data analysis.
Regarding employment targets, the city plans to create new jobs for an average of 180,000 laborers annually. It aims to maintain a general unemployment rate below 2.5%, with the urban unemployment rate kept under 3%.
In terms of governance, Hanoi seeks to modernize state management of labor. The goal is to simplify 100% of administrative procedures related to labor and transition them into full-process online public services.
To achieve these ambitious targets, the municipal government has outlined several synchronized solutions, such as refining specialized mechanisms and policies to incentivize the digital labor market.
A key focus will be the effective implementation of policies to attract and utilize top talent, experts, and scientists in the fields of science, technology, innovation, and digital transformation.
Regarding technological infrastructure and data management, the city will develop synchronized digital profiles for both workers and businesses on the Hanoi Employment Information Portal. This system will be linked with the National Job Exchange and the city’s data integration axis to ensure the efficient sharing and utilization of information regarding enterprises, laborers, and employment opportunities.
