Ho Chi Minh City is stepping up efforts to deliver 181,257 social and rental housing units between 2026 and 2030, as part of its sustainable urban development strategy.

At a socio-economic press briefing on October 8, the city’s Department of Construction outlined the annual targets for the five-year period. The plan calls for 9,000 units in 2026, 57,657 in 2027 and 38,200 units annually from 2028 to 2030.

Since the beginning of 2026, three social housing projects comprising 2,283 units have been completed and put into use. Another 13 projects, with approximately 14,000 units, have recently broken ground.

Overall, 25 projects comprising around 22,900 units are currently under construction across the city.

In 2026, the city expects 13 projects providing approximately 9,000 units to be completed. A further 17 projects, with a combined scale of around 18,000 units, are expected to complete construction from the foundation stage upwards, making them eligible for consideration for market launch in accordance with regulations.

The city’s housing program is intended to address growing demand for affordable accommodation while supporting sustainable urban development. Expanding social and rental housing is also expected to improve access to housing for residents amid continued urban growth.
