The Ministry of Science and Technology has issued Notice No. 392/TB-BKHCN, calling for proposals for strategic technology research and development (R&D) tasks under the National Program on Science, Technology and Innovation, with a particular focus on strategic technologies.

The call is open to enterprises, research institutes, higher education institutions, science and technology organizations, and individuals.

Notably, those eligible to submit proposals are not limited to research institutes, higher education institutions, or science and technology organizations. Enterprises and individuals can also directly propose tasks aimed at developing strategic technologies.

According to the notice, proposals can be developed under one of two categories.

The first covers strategic technology development tasks assigned by the Prime Minister to the Ministry of Science and Technology as the managing agency under Decision No. 808/QD-TTg dated May 6, 2026.

The second covers tasks aimed at developing technologies and products included in the List of Strategic Technologies and the List of Strategic Technology Products issued by the Prime Minister under Decision No. 21/2026/QD-TTg dated April 30, 2026.

For the second category, proposed tasks must not fall under those covered by Decision No. 808/QD-TTg, under which the Prime Minister assigned responsibilities to nine ministries and agencies: the Ministry of Agriculture and Environment, the Ministry of Industry and Trade, the Ministry of Health, the Ministry of Construction, the Ministry of Education and Training, the Ministry of National Defense, the Ministry of Public Security, the State Bank of Vietnam, and the Vietnam Academy of Science and Technology.

Thus, in addition to tasks for which the Ministry of Science and Technology has already been designated as the managing agency, the call also accepts proposals to develop technologies and products included in the strategic technology and strategic technology product lists, provided that they do not fall within the scope of tasks assigned to the nine ministries and agencies mentioned above.

Opening up the proposal process to a broader range of participants also creates opportunities for ideas on developing strategic technologies and products to come directly from enterprises, research institutes, universities, science and technology organizations, as well as individuals.
