The Ministry of Finance’s Circular No. 02/2023/TT-BTC regulating the management and use of rice-cultivating land is scheduled to come into effect on February 20.
Under the circular, depending on the specific conditions, cities and provinces will decide the level of support for rice growers.
At least 50 per cent of support funds will be used for rice growers to apply new and progressive varieties and new techniques and technologies in rice production, and to support links in production and consumption.
The remainder will be used to carry out other tasks, including quality analysis of the areas specializing in rice cultivation with high yields for effective use and suitable improvement measures.
Plans for cost estimates must be submitted to relevant authorities for approval.
The circular also regulates that based on local schemes on land use for rice cultivation in each period and based on actual conditions, district people’s committees will make plans to improve rice-growing land quality and send these to city and provincial people’s committees for approval.
