Despite hoping for many businesses interested in piloting the establishment of a crypto exchange, only a maximum of 5 enterprises will be licensed, said Deputy Minister of Finance Nguyen Duc Chi.
At the regular government press conference for September, held on October 5, answering a question about the number of businesses registered to participate in a pilot crypto exchange, Mr. Chi stated that as of now, the Ministry of Finance (MoF) has not received any proposals from businesses regarding piloting crypto asset transactions.
He stated that immediately after the Government issued Resolution No. 05/2025/NQ-CP on September 9, 2025, regarding the pilot implementation of the crypto asset market in Vietnam, the ministry developed a detailed plan for implementation. This plan focuses on building detailed decrees to implement the pilot crypto asset trading market.
Based on this, the MoF assigned units to draft content related to policies such as tax policies for transactions, fees, and charges for crypto assets. At the same time, the MoF also proceeded to develop regulations related to the accounting of these activities for businesses and relevant business entities.
"In particular, we are building a coordination process for implementation between the Ministry of Finance and several relevant ministries and agencies such as the Ministry of Public Security, the State Bank of Vietnam... to gather opinions and finalize the licensing procedures as well as consider licensing for units," said the Deputy Minister.
According to Mr. Chi, the MoF expects to urgently implement this so that, as soon as possible, eligible businesses can be licensed and operate in this field in the Vietnamese market before 2026. However, this also depends on the preparation of the businesses.
