Tiến Dũng -

Ministries and localities required to create conditions for businesses to produce construction materials.

The Prime Minister has asked the Ministry of Construction (MoC) to coordinate with relevant ministries and agencies to take measures to tackle difficulties for the construction market and promote production and consumption of building materials.

The PM’s Directive No.28/CT-TTg, signed by Deputy Prime Minister Tran Hong Ha on August 26, instructed the MoC to review the implementation of the construction material development strategy for the 2021-2030 period and related legal documents, programs and projects to make adjustments in line with the socio-economic development situation.

The MoC was required to improve mechanisms and policies for the building material industry, study technical barriers for imported products and find solutions to promote the development of the real estate market, especially effectively developing at least one million social housing units for low-income earners.

The application of science and technology must be enhanced to produce high-quality products, while ensuring the efficient use of natural resources and energy and environmental protection.

The directive requested authorities of localities to create conditions for businesses to invest in producing constrution materials.

It asked for debt repayment deadlines to be restructured for producers, along with lowering lending rates.

The industry must actively apply hi-tech solutions and speed up the digital transformation, green transition and circular economy in order to lower production costs and increase productivity as well as the quality and competitiveness of products.

The directive also asked for effective implementation of the master planning on exploring, exploiting, processing and using minerals as construction materials in the 2021-2030 period with a vision to 2050.
