Prime Minister Pham Minh Chinh has signed a Circular to assign tasks for dealing with obstacles and implementing proposals relating to transport infrastructure investment, construction, and development.
The Circular was issued following his recent tour to inspect the implementation of key projects in the transport sector.
The Prime Minister asked Ministers of Transport, Planning and Investment, Finance, Natural Resources and Environment, National Defense, Public Security, Industry and Trade, and Construction, as well as chairs of People’s Committees in certain localities, to deal with proposals from businesses and take measures to ensure quality and progress at projects and tackle shortcomings and corruption.
The Ministry of Natural Resources and Environment was assigned to provide detailed guidelines to localities on procedures and processes relating to the exploitation of minerals used as construction materials.
The Ministry of Finance was entrusted to guide VAT refunds for public-private partnership (PPP) investments involving State capital.
The Prime Minister also required that the Ministry of Planning and Investment adjust the rate of State capital in PPP projects to over 50 per cent of total investment for projects in remote and disadvantaged areas.
