Prime Minister Le Minh Hung has called on Luxembourg to encourage investment funds, financial institutions and businesses to increase long-term capital allocations to Vietnam, prioritising strategic infrastructure, renewable energy, technology, logistics, green finance and the development of Vietnam’s International Financial Centre.

The PM made the proposal during a meeting with Luxembourg Finance Minister Gilles Roth in Hanoi on October 12, during Mr. Roth’s visit to Vietnam.

To deepen bilateral cooperation, PM Hung urged both sides to implement the 2023 Strategic Partnership on Green Finance, the recently signed memorandum of understanding between their finance ministries, and the 2020 financial and banking cooperation protocol.

He called for these agreements to be translated into concrete action plans focusing on sustainable finance, capital markets, fund management, financial technology, workforce training, and stronger regulatory and supervisory capacity in the financial and banking sectors.

PM Hung also encouraged Luxembourg to help channel more capital from Luxembourg and Europe into Vietnam, particularly for essential infrastructure, renewable energy, logistics, fintech, digital assets, innovation, the green economy and green urban development.

He called on Luxembourg to support the development of green financial instruments and mobilize funding for Vietnam’s green transition through the Luxembourg House of Financial Technology.

Another priority is the development of Vietnam’s International Financial Centre, according to the PM. Luxembourg could share expertise in institutional development, asset and fund management, green finance and financial supervision, while helping train local professionals and connect Luxembourg-based financial institutions with Vietnam’s financial centre ecosystem from its early stages of operation.

The Government leader also urged Luxembourg to promote business connections and investment, encourage other EU member states to complete ratification of the EU–Vietnam Investment Protection Agreement (EVIPA), and help advance the Vietnam–EU Comprehensive Strategic Partnership.

Minister Roth pledged to continue promoting cooperation, particularly in securities, bond issuance, transport infrastructure, digital finance and blockchain technology, supported by specific action plans.

As of September 2026, Luxembourg had 68 active FDI projects in Vietnam, with registered capital of approximately $2.79 billion. It ranked 19th among 154 countries and territories investing in Vietnam and fourth among EU member states.
