Prime Minister Le Minh Hung has ordered authorities to transfer capital from projects with slow disbursement to those capable of absorbing funds, while addressing bottlenecks involving construction materials, site clearance and administrative procedures to keep major transport projects on schedule.
At a recent meeting on key transport projects, the Government reported that more than VND255 trillion ($9.7 billion) had been allocated for these projects in 2026. By August 31, however, only VND95.44 trillion had been disbursed, equivalent to 38%, below the nationwide average of nearly 50%.
Several major projects had disbursement rates below 30%, including Ho Chi Minh City’s Ring Road 3, the Ho Chi Minh City-Moc Bai expressway, and others between Can Tho-Hau Giang, Hau Giang-Ca Mau and Khanh Hoa-Buon Ma Thuot,
The Prime Minister said committed deadlines should not be delayed without legitimate objective reasons and called for specific solutions for each delayed project.
The Ministry of Finance and Ministry of Construction were instructed to review the actual capital absorption capacity of each project and decisively reallocate funds from delayed or infeasible projects to those with stronger disbursement prospects.
Authorities were also ordered to conduct direct inspections and establish implementation schedules for delayed projects through the end of 2026.
