The Prime Minister has directed ministries, central agencies and local authorities to accelerate the implementation of science, technology, innovation and digital transformation initiatives in 2026, while ensuring that public funding is used efficiently and effectively.
The directive was issued under Directive No. 29/CT-TTg dated July 16, which identifies science, technology, innovation and digital transformation as among the government's top priorities for 2026.
The Prime Minister emphasized that faster disbursement must go hand in hand with improved project quality, efficient use of public resources and stronger measures to prevent waste and misconduct.
The Ministry of Science and Technology has been tasked with reviewing the existing legal and policy framework and coordinating with relevant ministries to propose amendments or introduce new mechanisms to remove regulatory bottlenecks and create a more favorable environment for innovation and digital development. The review is scheduled for completion in the fourth quarter of 2026.
The directive also requires investment to be concentrated on strategic, high-impact projects capable of boosting economic growth, improving labor productivity, strengthening national competitiveness and enhancing the effectiveness of public administration.
In science and innovation, priority will be given to developing strategic technologies that enable Vietnam to create or master key technologies and products. In digital transformation, resources will focus on expanding the national data infrastructure, developing large-scale databases and shared digital platforms, and implementing digital transformation projects that support the operation of local governments under the country's new two-tier administrative model.
The directive underscores the government's determination to accelerate Vietnam's digital transformation agenda and strengthen its innovation ecosystem as key pillars of long-term economic development and public sector modernization.
