Prime Minister Lê Minh Hưng on August 27 received Mr. Roh Tae-moon, President and Head of Mobile Experience at Samsung Electronics, who is currently on a working visit to Vietnam.
During the meeting, the Government leader proposed that Samsung continue to expand its investment, increase technological content, and foster innovation, with the goal of shifting Vietnam from being merely a "manufacturing base" to becoming the Group’s "strategic hub for technology, research and development (R&D), and innovation."
PM Hung emphasized that Samsung should not only expand its factories and production capacity but also increase investment in R&D and innovation within the country. This includes expanding cooperation with research institutes and universities, training engineers and high-quality human resources, and transferring technology and appropriate management expertise.
Vietnam seeks to attract more than just capital; it aims to acquire technology, knowledge, management capabilities, and new drivers for development, the PM noted.
Furthermore, he urged Samsung to strengthen its linkages with Vietnamese enterprises by actively seeking, selecting, and developing local suppliers. He requested that Samsung support domestic firms in improving their technological and management capacities to meet the Group’s global standards.
PM Hung also proposed that Samsung increase the use of domestic products and services, creating conditions for Vietnamese businesses to become capable of joining Samsung's production and supply chains in Vietnam, South Korea, and international markets.
According to the PM, Vietnam’s strategy for attracting and utilizing foreign investment in this new phase sets higher requirements. Priority is given to high-tech projects with high added value, significant spillover effects, and strong connections with Vietnamese enterprises.
Under the Politburo Resolution No. 10-NQ/TW, Vietnam is shifting from primarily attracting capital to developing a strategic investment platform; and from attracting individual projects to attracting industry clusters, value chains, and innovation ecosystems.
The country wishes to further promote cooperation with South Korea in high-tech sectors, particularly in semiconductors, artificial intelligence (AI), data centers, R&D, innovation, and digital transformation.
PM Hung expressed his hope that Samsung will continue to serve as a vital bridge, partnering with Vietnam to enhance its technological capacity, develop its industry, and participate more deeply in global value chains.
The Government stands ready to accompany and create the most favorable conditions for strategic investors, including Samsung. It will consider appropriate support mechanisms and policies for Samsung's strategic and high-tech projects within the framework of Vietnamese law.
Expanded R&D investment in Vietnam
According to Mr. Moon, as of late June, Samsung's mobile phone manufacturing subsidiaries in Bac Ninh and Thai Nguyen reached a cumulative export turnover of $500 billion, 17 years after production first began in April 2009.
Samsung’s investment activities in Vietnam also continue to grow. By the end of 2025, its total cumulative investment in Vietnam is expected to reach $24 billion.
Mr. Moon affirmed that the Group actively supports Vietnam's new directions in attracting foreign investment. Samsung does not view Vietnam merely as a manufacturing hub, but as a key strategic partner for joint research and high-tech development.
Accordingly, Samsung plans to further expand R&D investment in high-tech sectors while strengthening its support for training Vietnam's high-tech workforce.
To enable Vietnamese enterprises to integrate more deeply into Samsung's global supply chain, the Group is collaborating with the Ministry of Industry and Trade to implement various cooperation programs aimed at enhancing business capacity.
The Samsung R&D Center in Hanoi is also expanding its partnerships with major Vietnamese universities, dedicating more resources to technological capacity building and talent development.
Mr. Moon affirmed that Samsung will continue contributing to R&D, human resource training, and the competitiveness of Vietnamese businesses. He emphasized that Vietnam's development is Samsung's development, and Samsung’s success is Vietnam’s success. Samsung will continue to stand alongside the country as Vietnam’s most reliable partner.
