Deputy Prime Minister Vu Duc Dam has asked the Ministry of Transport (MoT) to review and assess problems in certain build-operate-transfer (BOT) transport infrastructure projects to identify appropriate remedies.
The projects have been completed and put into operation but are yet to collect tolls due to a lack of security, general disorder, broken financial plans, or actual revenue reaching only 30 per cent of the contract, among other reasons.
Some BOT projects had their financial plans broken by increasing debts, putting many at risk of bankruptcy.
The ministry has selected eight BOT projects that cannot continue to collect tolls: the Deo Ca Tunnel project, Thai Nguyen-Cho Moi Road in northern Bac Kan province, upgraded stretches of National Highway No. 3, and expansions to the Ho Chi Minh Highway.
MoT proposed using State budget funds or other legal sources to address these projects, with capital estimated at over VND13.1 trillion ($553 million).
