Hai Phong has successfully reclaimed over 930 ha from the sea since 2019 for seaport development.

According to the People's Committee of the northern city, areas of new land created through sea reclamation are primarily being used for investment projects in seaport infrastructure and connecting transportation networks.

Specifically, more than 728 ha of the new territory are designated for industrial zones, while over 201 ha are allocated for transportation. The remaining portion is being used for historical and cultural sites and scenic landmarks.

In April 2021, the Prime Minister approved the investment proposal for the Xuan Cau Industrial and Free-Trade Zone, a project spanning 752 ha in the former island district of Cat Hai, including just 23.99 ha of existing land, and over 728 hectares of newly reclaimed land.

According to the Hai Phong People's Committee, the addition of over 930 ha of new land requires an official adjustment to the city's total natural land area.

Simultaneously, Hai Phong will amend its 2021-2025 land use plan to incorporate this new territory, a process that is also aligned with the administrative changes following its merger with Hai Duong province since July 1, 2025.
