SpaceX, the US-based operator of the Starlink low Earth orbit (LEO) satellite telecommunications system, plans to establish a 100% foreign-owned enterprise in Vietnam, according to the Ministry of Science and Technology.
The Prime Ministerial Decision No. 659/QD-TTg, dated March 23, 2025, has opened up opportunities for Space X to establish a 100% foreign-owned enterprise in Vietnam.
The decision established a pilot mechanism for controlled investment and business operations in satellite telecommunications networks using low Earth orbit technology, based on the principle of ensuring national defence and security. There is also no limit to the percentage of foreign ownership or capital contributions.
SpaceX is completing procedures with the Ministry of Finance to establish a legal entity in Vietnam.
In late 2024, the group revealed a plan to invest $1.5 billion in Vietnam in the upcoming time.
In March, 2025, Deputy Prime Minister Nguyen Chi Dung signed a Prime Ministerial Decision approving a controlled pilot program for deploying telecommunications services using LEO satellite technology. Under the decision, SpaceX, was granted approval to conduct a pilot rollout of its Starlink satellite telecommunications services in Vietnam.
