Special mechanisms sought for high-speed railway

Deputy Prime Minister Tran Hong Ha has instructed the Ministry of Transport (MoT) to coordinate with relevant ministries, agencies, localities, and enterprises to study a special mechanism package to help facilitate the building of the North - South high-speed railway project.

The package should focus on mechanisms for mobilizing funds and using capital sources; training officials and engineers; raising the localization rate in tandem with the development of the local railway industry; attracting investment in the form of public-private partnerships; cooperating, attracting investment, and transferring technology via FDI; and operational and business models.

The Deputy Prime Minister also asked MoT to continue collecting feedback from ministries, agencies, experts, and scientists to complete the project.

He also requested that it make careful calculations on the initial investment capital needed as well as develop human resources for the project.

Investment in the project is expected to be approved by 2025.

The North-South high-speed railway will stretch 1,545 km and have a speed limit of about 320 kph, with total investment capital estimated at some $58.71 billion.
