At a meeting with Deputy Minister of Construction Nguyen Tuong Van on November 3 in Hanoi, Ms. Sara Modig, Deputy Minister of Energy, Enterprise, and Industry of Sweden highly appreciated the Vietnamese Government’s orientation for infrastructure development, particularly the North-South high-speed railway project.
She emphasized that Sweden is eager to enhance cooperation and support Vietnam in realizing this vision.
Besides, Sweden expressed strong interest in Vietnam’s projects related to electric vehicle (EV) infrastructure development, energy transition, green urban construction, smart city, green port.
Ms. Modig affirmed that Sweden is ready to share its experience and provide technical, financial, and knowledge-based solutions for green infrastructure development, from electrified seaports and low-emission railways to sustainable urban transport systems.
She also noted that Swedish companies such as Alstom Sweden, Vossloh Nordic Switch System, Hitachi Energy, Sweco, AFRY, etc are ready to cooperate, transfer technology, and participate in key infrastructure projects in Vietnam.
On the Vietnamese side, Deputy Minister Nguyen Tuong Van reaffirmed that since the two countries established diplomatic relations in 1969, Vietnam and Sweden have maintained a friendly, reliable, and effective partnership across multiple fields, particularly trade, science and technology, innovation, and sustainable development.
Moreover, Deputy Minister Nguyen Tuong Van also noted that Prime Minister Pham Minh Chinh’s official visit to Sweden in June 2025 marked the beginning of a new phase of cooperation, opening up many opportunities to strengthen ties between the two countries, particularly in green industry, transport infrastructure, and renewable energy. Vietnam has identified the development of synchronous and modern infrastructure, along with institutional reform and human resource development, as its three strategic breakthroughs, in which transport infrastructure development serves as a key pillar for promoting sustainable economic growth.
Especially, he highlighted that the Ministry of Construction (MoC) has issued an action plan to implement the green energy transition, reduce carbon and methane emissions in the transport sector, and align these efforts with the national goals of promoting a green and circular economy and achieving net-zero emissions by 2050.
Therefore, strengthening cooperation with Sweden - a global leader in sustainable urban development, renewable energy, and environmentally friendly construction technologies, is considered an important step to accelerate Vietnam’s green transition in construction and urban infrastructure.
With Sweden’s new cooperation proposals in the fields of railways, maritime transport, digital transformation, and green energy, etc. Deputy Minister Nguyen Tuong Van suggested that the two sides enhance technical exchanges and establish a joint working group to materialize these cooperation initiatives, especially in developing green port standards, researching the application of green hydrogen energy for Vietnam’s seaport system, promoting low-emission green transport, and training human resources and technology transfer in the coming time.
According to data from the Foreign Investment Agency (FIA) under the Ministry of Finance (MoF), as of the end of September, Sweden had invested in 111 projects in Vietnam, with a total registered capital of over $1.76 billion, ranking 23rd among countries and territories investing in Vietnam.
