During his working session with the southern province on September 24, the PM requested a focus on revitalizing traditional growth drivers and promoting new ones.
A billion-dollar gas-fired power project, crucial to Vietnam's energy security, is on the brink of collapse due to a bitter land dispute between state-owned PetroVietnam Power and a local industrial park developer.
The Dong Nai Provincial People’s Committee plans to auction land use rights for 105 land plots with a total area of nearly 782 ha this year and in subsequent years. The southern province will complete procedures before the end of this year to auction six land plots with a starting value of nearly VND790 billion ($33.13 million) in total.
Along with many localities around the country, southern Dong Nai province’s exports saw good growth in July and August compared to the first half of 2022. However, exports, which more often than not help Vietnam post a trade surplus, showed signs of declining in the two months.
The 60-km Dau Giay - Tan Phu Expressway has been approved for construction with total investment of nearly VND8.4 trillion ($356.8 million) under the public-private partnership (PPP) model in 2021-2025. This is the first part of the Dau Giay - Lien Khuong Expressway connecting Lam Dong province with Ho Chi Minh City and southern provinces totaling more than 200 km in length.
The Westlake Corporation from the US has invested in the construction of a new factory producing PVC resins at the Bien Hoa II Industrial Park in southern Dong Nai province. With modern equipment and a high level of automation, the factory will make Westlake Compounds Vietnam a key PVC resin producer in the Asia-Pacific region.
For the first time in 30 years, southern Dong Nai province has lost its place in the top 5 localities regarding domestic investment and FDI. In the first eight months of the year, domestic investment and FDI in the province equaled just 6.93 per cent and 68 per cent, respectively, of the figures in same period last year. Reasons include bottlenecks in regulations and a limited land fund, resulting in investors moving to other localities.
Part of the Ring Road No. 3 project in Ho Chi Minh City, the Nhon Trach Bridge will stretch more than 2 km and have total investment of over VND1.8 trillion ($77 million). Once built, it will connect two localities in the center of the southern region - Ho Chi Minh City and Dong Nai province.
Proposals have been made that southern Dong Nai province invest in and build the Thu Thiem - Long Thanh and Bien Hoa - Vung Tau railway lines, but the province has proposed the Prime Minister assign the Ministry of Transport (MoT) as the responsible agency. Investment in the two projects totals more than VND90 trillion ($3.84 billion), so it will be necessary to mobilize additional loans from foreign organizations.
The Dong Nai Provincial People’s Committee has held a conference to discuss planning in Long Thanh district to 2040 and the vision to 2050. The specific area of Long Thanh International Airport is identified as “the center” of planning. With an area of more than 9,000 ha, the Long Thanh Airport Special Area in the southern province will strongly develop international service centers, residential areas, supporting industries, and aviation-related industries.
The Dau Giay - Lien Khuong Expressway stretches 220 km and connects southern Dong Nai province and the central highlands’ Lam Dong province, playing an important role in socioeconomic development in Lam Dong and the wider central highlands region. The Ministry of Transport and Lam Dong province are therefore moving to complete procedures and soon begin construction of two component projects, the Dau Giay - Tan Phu and Tan Phu - Bao Loc sections, with total investment of more than VND24.5 trillion ($1.05 billion) in the public-private partnership (PPP) form.
The Dong Nai Provincial People’s Council has issued a decision to cancel 12 residential projects in Long Thanh district that were included on a list of land acquisitions but not implemented for three years. Most of the projects are in the southern province’s Long Thanh town and Long An, Long Phuoc, Phuoc Binh, and Tam An communes on a total area of some 220 hectares.
The Dong Nai Provincial People’s Committee has approved the task of planning the expanded Phuoc Khanh resettlement area in Nhon Trach district, which has an area of more than 42 ha and a population of 6,000-7,000 people. The southern province has set a target of, by 2025, the per capita housing area standing at 27 sq m and the total housing area increasing by 13.3 million sq m. It needs more than VND120.5 trillion ($5.24 billion) to achieve its goals.
Demand for social housing in southern Dong Nai province is expected to increase in the time to come. As many new industrial parks come into operation, the province’s workforce may increase by 450,000 workers. According to a plan on social housing in the 2021-2030 period, Dong Nai will set aside more than 920 ha of land for the task.
Dong Nai is now undertaking procedures to convert the Bien Hoa 1 Industrial Park into the Bien Hoa 1 urban, commercial, and service area by the end of 2025.
The southern province of Dong Nai has handed over nearly 200 ha of land to the Southern Airports Authority for implementation of the Long Thanh International Airport project, on a planned area of 5,000 ha. The first phase has acquired 1,500 ha of the 1,800 ha needed.
