By the end of October 2025, there had been 297 trade remedy investigations into Vietnamese products. More than 100 trade remedy measures have been maintained and reviewed annually by countries. Major markets such as the United States, India, and Turkey have all targeted Vietnamese export goods for trade remedy investigation.
At a seminar theming "Enhancing Trade Remedy Capacity in Vietnam's Industrial Sector," organized on October 29 by the Trade Remedies Authority of Vietnam (under the Ministry of Industry and Trade), Mr. Dang Xuan Tam, Chief of the Office of the Trade Remedies Authority, stated that deep international economic integration opens up vast export opportunities, placing Vietnam among the top 20 largest trading economies globally. However, it also poses existential challenges due to the increase in trade remedy lawsuits.
Ms. Nguyen Hang Nga, Deputy Head of the Foreign Trade Remedy and Handling Division of the Trade Remedies Authority, noted that importing countries, especially developed ones, are increasingly implementing trade remedy measures, putting significant pressure on Vietnamese exporters.
In reality, trade remedy is both a challenge and an opportunity. This challenge requires businesses to have a reasonable production and business strategy.
According to Ms. Nga, businesses need to focus on three core strategies. The first is to diversify markets and supply sources. "From the beginning, we should anticipate alternative markets or alternative products so that if a product is taxed for a trade remedy, we can immediately switch to another product or market," Ms. Nga recommended. "At the same time, businesses need to diversify their input material supply sources."
The second is to prepare financial resources and specialized human resources in response to trade remedies . "The cost of pursuing a trade remedy case is very high," Ms. Nga stated.
The third is to make the accounting system transparent and traceable. "A system to trace the origin of product materials will help businesses respond when being investigated for tax evasion or origin fraud, trends that are increasing rapidly," Ms. Nga added.
