Under Prime Ministerial Decision No 1308/QD-TTg, signed recently by Deputy Prime Minister Ho Quoc Dung, the National Data Strategy for the 2026-2030 period, with a vision toward 2045, has been approved.
According to the Vietnam News Agency, the strategy outlines specific target groups to be achieved during this period, including: Perfecting institutions and enhancing data governance capacity; Developing national databases and shared data platforms; Advancing national data infrastructure and computing infrastructure; Developing data and infrastructure specifically for Artificial Intelligence (AI); Fostering the growth of the data economy, data industry, and data market; Developing high-quality human resources for the data sector; and Ensuring data security and national data sovereignty.
Vision for 2045
By 2045, Vietnam aims to join the group of the top 30 leading nations in data exploitation and AI development. Key targets for this vision include:
One hundred percent of leadership, direction, and administrative activities of Party and State agencies will be supported by data. At least 90% of important decisions and policies will be formulated, evaluated, and forecasted based on data analytics and AI.
One hundred percent of eligible public services will be provided end-to-end online. At least 90% of essential public services will be delivered proactively, automatically, or personalized based on data, aiming for a satisfaction rate of 99% or higher from citizens and businesses.
Vietnam aims to master at least 80% of core platforms, technologies, and products for data governance, storage, processing, analysis, and protection. The country will achieve self-reliance in cloud computing, high-performance computing infrastructure, AI infrastructure, AI models, and data security.
Vietnam seeks to become a major regional hub for the storage, processing, connection, sharing, and transit of cross-border data.
Key tasks and solutions
To realize these ambitious goals, the Strategy identifies eight focal tasks and solutions: Building and perfecting institutional and policy frameworks; Developing national data infrastructure and platforms; Expanding and enriching data resources; Implementing specific initiatives to develop the data economy and data market; Investing in the development of specialized human resources; Ensuring cybersecurity, data security, and national data sovereignty; Effectively applying the National Integrated Database; and Strengthening international cooperation in the field of data.
