Addressing the Minister Roundtable on Digital and AI during the Vietnam International Digital Week 2026 (VIDW 2026) in Quang Ninh city on October 28, Minister of Science and Technology Vu Hai Quan emphasized that Vietnam views science, technology, innovation, and digital transformation as primary drivers of its new growth model.
“AI has been designated as a national strategic technology. Our vision is clear: AI for the people, AI for all, mastered by Vietnam, and co-created with the world,” Mr. Quan said.
To realize this vision, Vietnam will focus on three core commitments: enhancing national AI capabilities - including infrastructure, computing power, quality data, Vietnamese-language AI models, and a skilled workforce; building an open, trustworthy innovation environment with clear policies for responsible AI; and expanding international cooperation in research, talent development, technical standards, and cross-border data flows.
Mr. Quan noted that AI cannot thrive without robust connectivity networks, abundant power supplies, quality data, and reliable digital infrastructure. These resources must be broadly accessible, affordable, and energy-efficient rather than reserved solely for large corporations or developed economies.
“We need to shift from isolated AI projects to a comprehensive transformation across the entire economy and society,” the Minister stressed.
Also speaking at the opening session, Vice Chairman of the Quang Ninh City People’s Committee Nguyen Van Cong highlighted the city's focus on becoming a modern, green, and smart hub in northern Vietnam.
In the first nine months of 2026, Quang Ninh recorded a Gross Regional Domestic Product (GRDP) growth of 12.54 percent - the highest in the country - while welcoming 20.3 million visitors, including 4.21 million foreign tourists.
Quang Ninh seeks closer cooperation with international partners and research institutions to develop digital infrastructure, apply AI in urban management, integrate IT into logistics and environmental protection, and train digital talent.
Within the framework of VIDW 2026, the Global System for Mobile Communications Association (GSMA) presented the prestigious GSMA Government Leadership Award 2026 to the Government of Vietnam. Vietnam was the sole nation globally recognized this year for its sustained policy leadership and strategic vision in fostering a superior regulatory environment for mobile and digital growth.
According to GSMA assessments, Vietnam's digital economy is projected to contribute 30 percent of GDP by 2030, positioning the country as one of Southeast Asia’s most dynamic digital leaders through strong foreign direct investment in semiconductors, AI, and smart manufacturing.
Running from October 28 to October 30, VIDW 2026 gathers representatives from nearly 30 countries to promote policy dialogue and foster international partnerships in science, technology, innovation, and AI governance.
