The National Steering Committee for the Development of the Semiconductor Industry has directed the Ministry of Industry and Trade to lead and coordinate with other ministries to ensure a stable power supply for the semiconductor industry, with a priority on clean energy.
The ministry is also tasked with studying and proposing a favorable electricity pricing mechanism for chip manufacturing plants, with a report due to the Prime Minister in the third quarter of 2025. Additionally, it must review and amend regulations concerning Direct Power Purchase Agreements (DPPA), renewable energy, and self-produced, self-consumed power, with a report on these matters due by August 2025.
These directives were issued in Notice No. 439/TB-VPCP, dated August 22, 2025, of the Government Office, outlining the conclusions from the National Steering Committee's meeting held earlier.
Under the notice, ministries, sectors, and local governments are instructed to proactively develop or propose policies to support businesses and attract investment in the semiconductor sector. They are also required to actively address business concerns and coordinate with research institutes, universities, and relevant stakeholders to effectively implement local initiatives.
The Ministry of Finance is tasked with continuing to attract foreign investment into the semiconductor sector, prioritizing projects featuring advanced, new, high, and clean technology, modern governance, high added value, and integration into global production and supply chains. The ministry will also draft a decision on credit support for students in science, technology, engineering, and mathematics (STEM) fields, to be submitted to the Prime Minister in the fourth quarter of 2025.
The Ministry of Science and Technology will lead the review and expedite the implementation of the "Semiconductor Industry Development Strategy to 2030, with a Vision to 2050". It will report periodically to the Steering Committee to ensure timely and effective progress. In coordination with the ministries of Finance, Justice, Home Affairs, and other agencies, it will also propose and issue development policies for the sector, with a report due to the Prime Minister in the fourth quarter of 2025.
The Ministry of Foreign Affairs is assigned to enhance international cooperation in semiconductors, mobilize resources for human resource training, and promote Vietnam as a key destination for the industry. It will also direct Vietnam's diplomatic missions abroad to foster collaboration and maintain an updated list of Vietnamese experts and talented professionals in the field.
