The Ministry of Industry and Trade (MoIT) has asked relevant ministries, local authorities and the Vietnam Electricity (EVN) to urgently implement measures to expand rooftop solar power systems for self-generation and self-consumption.
To help ensure national power supply security and implement the Prime Minister’s Directive No. 10/CT-TTg on strengthening energy-saving measures and developing rooftop solar power, the MoIT asked ministries, agencies, and local authorities to promptly develop investment plans, allocate funding or attract investment to install and put rooftop solar systems into operation at government offices, public buildings, schools and hospitals under their management.
For public-sector agencies requiring financial support to install rooftop solar systems and battery energy storage systems (BESS), the ministry called on the Ministry of Finance and provincial People’s Councils and People’s Committees to consider support within their respective state budget management authority.
For households, the ministry urged provincial authorities to urgently study and formulate support policies and submit them to provincial People’s Councils for timely adoption.
Under Government Decree No. 243/2026/ND-CP, households are allowed to sell more than 50% of surplus electricity generated by their rooftop solar systems from the decree’s effective date through the end of 2030, and then to sell up to 50% of surplus output after 2030. The mechanism is intended to provide a direct financial incentive for households to invest in rooftop solar systems combined with energy storage.
However, progress remains limited. Nearly six months after the Prime Minister issued Directive No. 10/CT-TTg, only two of Vietnam’s 34 provinces and centrally governed cities had introduced support policies for households installing rooftop solar systems. Meanwhile, just two of 17 ministries and ministerial-level agencies had completed their implementation plans.
