Vietnam's Anti-Corruption Efforts Gain Ground, But Transparency Lags

Vietnam's efforts to combat corruption in the public sector show signs of progress, according to the latest Provincial Governance and Public Administration Performance Index (PAPI).

However, a concerning decline in transparency at the local level emerged as a key finding in the report.

The 2023 PAPI report, released on April 2nd, reflects the views of a record 19,536 Vietnamese citizens. It reveals a slight improvement in public perceptions of corruption control within several public services but highlights a worrying trend of decreased openness and transparency in local decision-making.

"This year's PAPI suggests a mixed picture," said Associate Professor Dr. Duong Trung Y, Deputy Director of Ho Chi Minh National Academy of Politics. "While citizens seem to perceive less corruption in certain areas, the lack of transparency at the local level undermines the progress made."

The report found positive trends in five key public service areas. These included a perceived decrease in the misuse of public funds, bribery related to land certificates, businesses sidestepping environmental regulations, favoritism in public schools, and preferential treatment in public hospitals. However, perceived corruption in securing public sector jobs rose compared to 2021.

Furthermore, despite wider internet access, citizens remain reluctant to use online public services due to privacy concerns.
