The Government Office issued Notice No. 584/TB-VPCP of October 28, 2025, announcing Deputy Prime Minister Tran Hong Ha's conclusions at a meeting reviewing a draft Decree regulating the assignment of tasks, ordering and criteria for selecting Vietnamese enterprises to provide railway industrial goods and services.
Accordingly, the Ministry of Construction (MoC) was tasked with further reviewing, researching, and then finalizing the draft Decree for submission to the Government for issuance as per regulations.
The Deputy Prime Minister also requested the inclusion of the list of railway industry services and goods, which is expected to be submitted to the Prime Minister for a separate decision, into the Decree to facilitate implementation.
Regarding evaluation criteria, the Deputy Prime Minister requires a thorough review of criteria related to capacity, experience, personnel, facilities, financial capacity, product quality, costs, and pricing in the draft to ensure feasibility and alignment with the practical capabilities of domestic enterprises.
In terms of preferential mechanisms and policies, the Deputy Prime Minister emphasized the need to further study outstanding policies to support enterprises in research, technology transfer, human resource training, and the construction of research facilities and laboratories.
The state should have a mechanism to guarantee and ensure a stable consumption market for ordered products, as well as long-term ordering policies with enterprises that meet the requirements.
Furthermore, the product list and criteria for selecting enterprises need to be clearly and transparently announced, with an independent appraisal council to ensure fairness and legal rigor in the process of task assignment and ordering.
The Deputy Prime Minister instructed the MoC to continue reviewing and finalizing regulations on ordering entities and task assignment to ensure feasibility, consistency, and efficiency, avoiding dispersion and waste of social resources.
The MoC should also base its proposals on statistical results, assess the capacity to receive and transfer technology, and the production development potential of domestic enterprises, along with the demand and scale of the railway industry's output market, to propose specific mechanisms for both state-owned and private enterprises.
The Deputy Prime Minister has tasked the MoC with finalizing the draft Decree and submitting it to the Government for issuance by October 31, 2025.
