Vietnam has unveiled a plan to fully digitize its administrative procedures by the end of 2025, aiming to provide 100% of eligible services as comprehensive online public services.
The country also targets processing 80% of administrative dossiers online and expects 40% of the adult population to actively use these digital services.
Decision No. 126/QD-BCDCP, signed on September 11 by PM Pham Minh Chinh, who also serves as Head of the Steering Committee for Science, Technology, Innovation, Digital Transformation, and Project 06, outlines measures to boost coordination between central and local authorities and strengthen accountability of agency leaders in advancing science, technology, innovation and digital transformation.
Project 06 plays a central role in Vietnam’s digital transformation strategy for the 2022–2025 period, with a long-term vision to 2030. It focuses on developing resident data systems, electronic identification, and authentication platforms to support the country’s digital governance.
To achieve these objectives, the Steering Committee has directed ministries, sectors, and localities to implement the tasks and solutions under Project 06. This includes reforming administrative procedures and integrating digital transformation efforts across all levels of government.
Key priorities include accelerating data connectivity and sharing across critical sectors such as population, justice, education, banking, taxation, insurance, business registration, land management, and transportation; promoting non-cash payments and implementing household-level tax collection to enhance economic oversight; applying artificial intelligence to improve service delivery on the National Public Service Portal; and ensuring synchronized implementation of administrative procedure resolution systems from central ministries down to local communes.
In the final four months of 2025, urgent tasks include eliminating “wave dead zones” with poor signal coverage, securing stable power supplies, and cleaning and activating 12 major national and specialized databases.
The overarching goal is to drive breakthroughs in science, technology, innovation, and digital transformation—ultimately enhancing national governance, improving the efficiency of the administrative apparatus, and fostering socio-economic development.
