A regulation consisting of 350 criteria for e-commerce activities has been drafted to protect consumers’ legitimate rights and benefits, under a directive from the Ministry of Industry and Trade (MoIT).

The MoIT is now seeking public opinion on the draft regulation, entitled “Businesses for consumers in e-commerce sector.”

The highest aim of the criteria is to fully protect consumers’ legitimate rights and benefits in the e-commerce market.

When the regulation is approved, its criteria will be applied to evaluate how a business implements laws and policies relating to protection of consumers’ legitimate rights and benefits, and what it does to ensure consumers’ rights and benefits.

Consumers’ personal information and data will be protected under the regulation. E-commerce businesses will have to make public their policies for collecting, using, and protecting such information and data, and consumers will have the right to say “yes” or “no” to these policies.

According to the National Competition Commission at the MoIT, e-commerce has developed vigorously in the digital era, and it is an inexorable trend domestically and globally. Alongside its positive results, which create favorable services for consumers, there remain many limits on e-commerce activities, including legal violations, causing physical and spiritual harm to consumers.

It is therefore very necessary to introduce a regulation with detailed criteria to protect consumers’ legitimate rights and benefits, the Commission confirmed.
