Da Nang is soliciting public feedback on a draft resolution establishing financial support for housing rental, home purchases, and accommodation costs for domestic and foreign experts, scientists, and highly skilled talent, according to municipal authorities.

Entering a new development phase focused on high-tech sectors and high value-added industries, the central city considers top-tier human resources a decisive factor in realizing its socio-economic goals. Local officials noted that besides competitive salaries and working environments, living expense - specifically housing rental, purchase, and lodging costs - directly influence specialists' decisions to relocate and stay long term.

The draft resolution prioritizes three strategic sectors, including high-tech and the digital economy focusing on semiconductor microchips, artificial intelligence, innovation, and research and development; the marine economy, trade, and finance, encompassing the Da Nang -headquartered international financial center,  fintech sector, the Da Nang Free Trade Zone, and modern logistics; and social sectors aimed at urban quality of life, such as high-tech healthcare, higher education, elite sports, and international tourism.

To attract eligible professionals, the city proposes three financial support mechanisms. For housing rental support, the city offers up to 70 percent of actual rental costs, capped at VND15 million ($592) per person per month, for a maximum duration of five years.

For home purchase support, the proposal covers up to 15 percent of the contract value, capped at VND800 million ($31,580) per individual as a one-time grant from the municipal budget.

To ensure long-term commitment, the home purchase subsidy will be disbursed in three tranches: 40 percent upon completing legal property transfer procedures; 30 percent after fulfilling three years of service with good performance evaluations; and the final 30 percent upon completing the full committed service period.

Additionally, accommodation support covers up to 50 percent of actual lodging expenses based on invoices, capped at VND20 million ($789) per person per month, for up to one year per assignment.

Eligible candidates must meet strict professional criteria depending on their field. Semiconductor and AI experts must have at least three years in key roles at companies with annual revenue exceeding VND2.5 trillion ($98.7 million), or hold a Ph.D. with international patents or Q1 Scopus-indexed publications. Finance and logistics specialists require active certifications such as CFA Level 3, FRM, or ACCA alongside senior managerial experience.

Healthcare and education professionals must hold advanced degrees, clinical expertise at JCI-accredited hospitals, or academic credentials from Top 500 global universities.

Through competitive housing incentives, Da Nang aims to strengthen its position as a regional hub for innovation, technology, and high-quality living.
