The Ministry of Health (MoH) announced that the Government has issued Decree No. 46/2026/ND-CP, detailing the implementation of certain provisions and measures to organize and guide the enforcement of the Law on Food Safety, along with Resolution No. 66.13/2026/NQ‑CP of the Government on the publication and registration of food products.

To ensure effective enforcement of Decree 46 and Resolution 66.13, the MoH has requested the Vietnam Chamber of Commerce and Industry (VCCI), as well as associations and organizations operating in the food sector, to promptly disseminate information to enterprises and individuals engaged in food production and business regarding several necessary requirements.

Accordingly, enterprises must:

- Prepare dossiers and register conformity announcements for foods with technical regulations on quality and safety indicators, as stipulated in Article 4 of Decree 46.

Prepare dossiers to announce applied standards for pre‑packaged processed foods, food additives, food processing aids, and packaging materials.

Register product announcements for health supplements, medical nutrition foods, foods for special dietary uses, and food supplements (except those containing only vitamins and minerals without health claims), as well as nutritional products for children up to 36 months of age, in accordance with Article 8 of Resolution 66.13.

Applications for certificates of eligibility for food safety as required in Article 16 of Decree 46. For domestic establishments producing health supplements, comply with Article 13, including updating information for periodic reporting on domestic health supplement production activities.

In addition, enterprises are required to develop import plans and prepare dossiers for State inspection registration on food safety for imported food shipments.
