Prime Minister Pham Minh Chinh on September 29 chaired a meeting of the Government’s standing members to review the first session of the Vietnam–China Joint Committee on Railway Cooperation and the progress of key agreements, including the Lao Cai–Hanoi–Hai Phong railway project, according to a report from the Vietnam News Agency.
Under a National Assembly resolution, the 419km railway will require an investment of more than VND203 trillion ($8.37 billion). Construction is scheduled to begin in 2025 and be completed by 2030, with certain components mandated to start by December 19, 2025.
The Prime Minister urged relevant agencies to implement high-level agreements and the committee’s outcomes with determination, ensuring clear assignments of roles, tasks, responsibilities, timelines, and measurable results.
The Ministry of Construction was tasked with coordinating closely with Chinese counterparts to build on prior progress and establish detailed roadmaps, schedules, and work plans, with monthly progress reports required.
Beyond the Lao Cai–Hanoi–Hai Phong line, the Prime Minister emphasized the need to speed up the Dong Dang–Hanoi and Mong Cai–Ha Long–Hai Phong railway projects to strengthen bilateral connectivity.
