Vice Chairman of the Hanoi People’s Committee, Mr. Truong Viet Dung, on October 27 held talks with a delegation from Guangxi (China), led by  Mr. Zhao Zhigang, Deputy Secretary-General of the People's Government of the Guangxi Zhuang Autonomous Region and Director of the Guangxi Big Data Development Bureau.

During the talks, Vice Chairman Truong  Viet Dung appreciated Guangxi’s insights and welcomed the proposal to establish an AI cooperation center in Hanoi. He affirmed that digital transformation, including artificial intelligence, is a core pillar of the capital’s economic development strategy.

Additionally, Hanoi’s leadership acknowledged that China’s open-source AI platforms align well with the city’s technological development direction. He expressed hope that both sides would continue to strengthen substantive and effective cooperation, and work toward realizing the ideas discussed in the near future.

Mr. Zhao, for his part, suggested that Hanoi consider establishing dedicated “special zones” for AI and digital technology enterprises. He emphasized that such a model could generate strong ripple effects and accelerate the development of a large-scale digital ecosystem.

He also noted that many Chinese businesses are now choosing Hanoi as an investment destination instead of setting up operations in northern provinces of China. Mr. Zhao expressed hope that Hanoi would continue to create favorable conditions for Chinese investors in the future.

“In the early stages of implementation, we faced many challenges, especially in workforce training and standardizing development processes. Therefore, I believe forming a joint working group between Hanoi and Guangxi would be highly practical,” Mr. Zhao proposed.
