The People's Committee of  central Ha Tinh province has approved an investment policy for the Thien Cam eco-tourism urban area, with total investment capital estimated at more than VND17.2 trillion ($660 million).

The local decision paves the way for a major modern urban and resort hub designed to transform the coastal district into a key destination for high-end tourism and commerce.

Spanning approximately 180.12 hectares in the Thien Cam area, the project will integrate commercial housing, public facilities, commercial and service structures, alongside comprehensive technical and social infrastructure.

According to the approved plan, the development will feature 2,372 commercial housing units - comprising 1,795 townhouses and 577 villas - in addition to 975 social housing apartments and 141 resettlement land plots.

Beyond residential products, the project is designed to offer large-scale hospitality and leisure services, including a five-star hotel, an eco-resort complex, an international convention center, and a golf course.

The project expenditure encompasses estimated construction costs as well as compensation, support, and site clearance. Selected investor will hold operating rights for 50 years starting from the date land is allocated, leased, or approved for land-use conversion.

The initiative aims to construct a modern urban space that harmoniously blends residential living with eco-tourism, leisure, commerce, and services. Local authorities expect the development to effectively tap into Thien Cams coastal tourism potential, expanding high-quality accommodation, entertainment, and service offerings for both residents and visitors.

Given its scale, the development is anticipated to create fresh momentum for local socio-economic growth and bolster Ha Tinh’s broader tourism sector.

Under the approval decision, the selected investor will be responsible for executing the project in strict accordance with approved goals, scale, timeline, and specifications. Technical and social infrastructure systems must be developed synchronously to ensure seamless connectivity with surrounding areas and compliance with regional master plans.

The Ha Tinh Department of Construction has been tasked with organizing the tender process to select a project investor through open national competitive bidding under a single-stage, one-envelope method.

The investor selection process is scheduled to take place between the third quarter of 2026 and the first quarter of 2027. Following the completion of investor selection and related legal procedures, the project will proceed according to its approved roadmap.
