The Hanoi People's Council has approved a resolution outlining 2,527 land acquisition projects totaling over 9,917 ha for 2025, and a separate list of 430 projects to convert rice paddy land, covering more than 1,095 ha.

In 2024, Hanoi approved 3,311 land acquisition projects totaling more than 14,442 ha; 104 projects to convert rice paddy land, covering 329.87 ha; and one project to convert protective forest land, covering 0.37 ha.

The implementation results for land acquisition, allocation, lease, and purpose conversion in Hanoi by December 31, 2024, are expected to reach 1,920 projects with a total area of approximately 8,125.98 ha (58% of the annual plan).

It is noted that some projects approved in 2024 are experiencing delays and have not been completed on schedule. This is due to the impractical nature of the compiled and proposed lists of land reclamation projects and rice-growing land conversion projects. Many localities have not adequately prepared the conditions for implementing land clearance, leading to further delays and limitations in several projects.
