Ho Chi Minh City (HCMC) is moving towards establishing a creative startup center to serve as the core of its innovation ecosystem, connecting intellect, technology, and resources from the "triple helix" of government, academia, and business.
The projected center is expected to become a "Silicon Valley," attracting investment, talent, and key advanced technology sectors.
On October 28, Chairman of Ho Chi Minh City People's Committee, Mr. Nguyen Van Duoc, chaired a working session with leaders from Vietnam National University - Ho Chi Minh City (VNU-HCM) to discuss coordination for the implementation of the project "Ho Chi Minh City - HCMC Innovation Hub."
According to Assoc. Prof., Dr. Nguyen Thi Thanh Mai, Vice President of VNU-HCM, this center is essential to form a nucleus connecting the innovation ecosystem of HCMC and the entire Southeast region of the country.
"This will help establish research and application programs linked to the city's strategic areas such as artificial intelligence, semiconductors, clean energy, biotechnology, new materials, smart healthcare, and circular economy," said Ms. Mai.
Regarding resources and infrastructure, she suggested that both sides could collaborate to develop key laboratories and innovation centers linked by the "Government - University - Enterprise" model.
The operational model of the HCMC Innovation Hub will follow a cooperative governance alliance between the state, universities, and businesses, with a three-tiered coordinating structure comprising a high-level leadership council, an executive board, and working groups.
The HCMC Innovation Hub model ensures interconnected, self-operating synergy, similar to international innovation clusters such as Silicon Valley (USA) or One North (Singapore).
According to Chairman of HCMC People's Committee Nguyen Van Duoc, the center's model will develop in a "multi-polar" direction, with the state, businesses, and universities – with VNU-HCM at its core – linking together to form the innovation ecosystem of the Southern region, progressing towards connecting regions nationwide.
