The People's Committee of northern Ninh Binh Province has approved investment adjustments for a VND1.17 trillion ($44.5 million) GMP-certified manufacturing plant producing pharmaceuticals, functional foods, cosmetics, and medical devices at Kim Binh Industrial Cluster over a 60-month timeline.
Under Decision 3619/QD-UBND of the Committee, the project will be developed by EMJ Ha Nam Joint Stock Company. Equity contributed by the investor accounts for over VND421 billion ($16 million), or approximately 36 percent of total capital, while the remaining VND750 billion ($28.5 million) will be raised through credit institutions in Vietnam.
The facility aims to build a GMP-certified complex producing human pharmaceuticals, functional foods, cosmetics, medical equipment, and medical supplies.
Under the approved capacity, the plant is designed to manufacture approximately 1.25 million boxes of pharmaceuticals and 700,000 boxes of functional foods annually. Annual output for cosmetics is targeted at 850,000 to 1.1 million boxes, while consumable medical devices and basic supplies will reach 250,000 to 500,000 boxes per year.
The project will be executed across 60 months from October 2026 to September 2031. During the initial 24 months, the developer will construct Phase 1, comprising one manufacturing workshop, a wastewater treatment station, and related technical infrastructure.
From the 25th to the 35th month, the investor will initiate commercial operations for completed items meeting operational criteria. Phase 2 will run from the 36th to the 60th month, focusing on completing remaining facilities and bringing the entire complex into full operation.
Ninh Binh provincial authorities mandated strict compliance with environmental protection regulations. All wastewater must be collected and treated to meet Column A standards under QCVN 40:2025/BTNMT (National Technical Regulation on Industrial Wastewater in Vietnam, issued under Circular 06/2025/TT-BTNMT of the Ministry of Agriculture and Environment) before discharge into the environment.
The Ninh Binh Provincial Department of Agriculture and Environment was tasked with monitoring environmental compliance. In the event of discharge violations, the investor must immediately suspend operations, bear remediation costs, and pay compensation in accordance with law.
