The People's Committee of Ninh Binh province in northern Vietnam has approved a policy to establish sub-regional urban zoning plans linked to the development of Transit-Oriented Developments (TODs) at three stations along the projected North-South high-speed railway.

This is considered a strategic move to maximize infrastructural advantages, promote regional connectivity, and form new growth poles following the administrative merger of the former provinces of Ninh Binh, Nam Dinh, and Ha Nam.

The policy was introduced based on a proposal from the provincial Department of Construction and aims to fully leverage the North-South high-speed railway line once it is operational.

According to the decision, individual Project Management Units will be responsible for drafting the specific plans for their respective areas.

The Ha Nam Project Management Unit will establish the sub-regional urban plan for Phu Ly ward, Liem Tuyen ward, and Liem Ha commune, while also integrating a development study for the TOD zone at the Phu Ly high-speed rail station with an appropriate scope and scale.

The Nam Dinh Project Management Unit will create the sub-regional urban plan for My Loc ward and Dong A ward, incorporating the development plan for the TOD zone at the Nam Dinh high-speed rail station.

The Ninh Binh Project Management Unit will carry out planning in Dong Hoa Lu ward, Nam Hoa Lu ward, and Yen Thang ward, while also studying the development of the TOD zone at the Khanh Thuong high-speed rail station.

The section of the North-South high-speed railway passing through Ninh Binh province has a total length of approximately 86 km, traversing 12 wards and 9 communes. It will feature three main stations—Phu Ly, Nam Dinh, and Ninh Binh—and three maintenance depots located in Binh Son commune, Lien Minh commune, and Yen Thang ward.
