Projected Viet Tri - Hoa Binh Expressway proposed to be added to 2021-2030 road master plan

The Department for Roads of Vietnam (DRVN) has submitted a proposal to the Ministry of Construction regarding adjustments to the Road Network Planning for the 2021–2030 period, with a vision toward 2050.

Notably, the department has proposed researching the addition of the projected Viet Tri - Hoa Binh Expressway to the national planning framework.

According to the proposal, the Viet Tri - Hoa Binh Expressway project would span approximately 55 km with a four-lane scale. The project is expected to be invested in before 2030, with an estimated total investment of over VND15 trillion ($570 million).

The DRVN stated that the proposal is based on updates to the National Master Plan, particularly in a context where GDP growth indicators suggest that transport demand will continue to surge in the coming years.

Furthermore, the restructuring of provincial-level administrative units has created new requirements for connectivity infrastructure. Following the administrative merge, three provinces—Phu Tho, Hoa Binh, and Vinh Phuc—was consolidated into a single entity (Phu Tho Province), with the political center located in Viet Tri City.

The formation of such a large-scale administrative region in the Northern Midlands and Mountains is forecasted to drive significantly higher demand for intra-regional and inter-regional connectivity, specifically from the former Hoa Binh area to the new administrative hub.

According to the DRVN, establishing strategic transport axes and new economic corridors is essential in this context. The Viet Tri - Hoa Binh Expressway project is expected to become a vital link between major urban centers, contributing to the completion of the transport network and enhancing the efficiency of regional development.

The route is also assessed to have the potential to increase the operational efficiency of existing expressways, such as the North-South Expressway (both Eastern and Western segments) and the Noi Bai - Lao Cai Expressway. By creating a seamless, interconnected system, the project will facilitate traffic distribution and alleviate the burden on existing infrastructure.
