Tap chi Kinh te Viet Nam / Vietnam Economic Times / VnEconomy, in coordination with the People’s Committee of the northern centrally-run city of Bac Ninh, will host a seminar titled "Housing for Foreigners Living and Working in Bac Ninh City" on October 12 afternoon at the City Convention Center in Bac Giang Ward.

The seminar will bring together representatives from central government ministries; the Bac Ninh City People’s Committee and municipal departments; real estate associations; foreign investors and FDI enterprises; residential developers, real estate agencies, and property consultancies; along with legal experts, analysts, and foreign residents seeking housing in the city.

The seminar will focus on five core topics: current residential stock and administrative management of foreign housing in Bac Ninh; residence administration oversight  regarding foreign nationals and security for them; housing requirements of foreign specialists and workers across industrial parks; the readiness of the local real estate sector to meet foreign residential demand; and designing and developing purpose-built housing models for international experts.

A central feature of the event will be an executive panel discussion. Analyzing real-world supply and demand, current regulatory frameworks, and future development trends, delegates will discuss actionable measures to develop residential housing—particularly for foreign residents—in a professional and sustainable manner suited to an industrial and FDI powerhouse. Notable among the proposed initiatives is a multilingual online housing portal designed specifically for foreign nationals residing in Bac Ninh.

In recent years, the rapid expansion of industrial parks and continuous inflows of foreign direct investment have driven a steady influx of international experts, engineers, corporate managers, and skilled technicians to Bac Ninh.

Approximately 41,416 foreign nationals were registered for temporary residence across the city as of early October, 2026. Data from the Bac Ninh Industrial Zones Authority shows that by late September 2026, the number of foreign experts, corporate managers, engineers, and highly skilled personnel working in local industrial zones approached nearly 25,000.

Under the city’s master zoning plan and industrial park expansion strategy through 2030 and beyond, the international community of experts and technical talent is projected to grow by 10% to 15% annually over the next three to five years. Consequently, foreign homeownership and rental demand in Bac Ninh are expected to expand, providing a positive catalyst for the local property market.

While Bac Ninh currently hosts several residential developments equipped with integrated amenities that qualify for foreign ownership, the city still faces a shortfall of systematically planned, all-in-one residential ecosystems capable of satisfying the elevated living standards demanded by international executives and specialists.

Looking ahead, Bac Ninh continues to accelerate international economic integration, steering FDI toward high-tech manufacturing, electronics, semiconductors, green industries, and knowledge-intensive sectors. This strategic pivot ensures the locality remains an attractive destination for foreign capital and global professionals.

In this next growth phase, Bac Ninh must not only enhance its business environment but also proactively develop a housing supply tailored to the evolving needs of its foreign population. Enhancing transparency, improving information access, and delivering professional property services will be essential to creating an attractive living environment and bolstering local competitiveness in attracting high-grade foreign investment.
