The interest rate for social housing loans is currently set at 6.5% per annum for homebuyers and 7% for investors. The preferential interest rate period is five years for homebuyers and three years for investors, according to a statement by Mr. Nguyen Xuan Bac, Deputy Director in charge of the Credit Department for Economic Sectors at the State Bank of Vietnam, at press briefing on October 7.
Mr. Bac stated that the initial scale of the social housing loan program was VND120 trillion (nearly $4.62 billion), with participation from four state-owned commercial banks. To date, the program has expanded to include 11 commercial banks, with a total scale exceeding VND153 trillion. As of August 31, 2026, the disbursement turnover of the social housing loan program reached approximately VND17.5 trillion, an increase of about VND9.95 trillion compared to the end of 2025.
The program's interest rate has been adjusted six times, currently standing at 7% per annum for investors and 6.5% per annum for homebuyers. The preferential interest rate period is three years for investors and five years for homebuyers.
For homebuyers under 35 years old, the preferential period extends to 15 years. In the first five years of borrowing, the loan interest rate is 2% per annum lower than the average medium and long-term VND lending rate of the four state-owned commercial banks. For the next ten years, the loan interest rate is 1% per annum lower than this rate.
By August 31, 2026, the committed loan amount reached approximately VND50.3 trillion. The program's disbursement turnover reached about VND17.5 trillion, an increase of approximately VND9.95 trillion compared to the end of 2025, with outstanding loans amounting to around VND14.3 trillion.
Specifically, for the loan program for young people under 35 years old purchasing social housing began on May 31, 2025. By the end of August 2026, the disbursement turnover reached approximately VND577 billion, with outstanding loans standing at about VND531 billion.
According to Mr. Bac, the supply of social housing has been limited recently. The government and relevant ministries have implemented various solutions to improve the supply of social housing. As a result, the commitment to disbursement has increased significantly, nearly three times compared to the end of 2025. Disbursement will be carried out according to the construction progress based on the completed volume and the needs of the project investors.
In the future, the State Bank will continue to direct its regional branches and credit institutions to actively implement the program, while closely coordinating with the Ministry of Construction to monitor the implementation situation.

The outstanding loans for the infrastructure credit program reached approximately VND16.91 trillion. The infrastructure credit program offers preferential interest rates at least 1-1.5% per annum lower than the average lending rate for the same term of the lending bank. The minimum preferential period is two years.
Participating banks have issued internal guidelines to implement the program within their systems and are currently ready with the capital to deploy. As of August 31, 2026, the outstanding credit of the program at commercial banks stood at approximately VND16.91 trillion.
In the coming period, many large projects are expected to be implemented, requiring substantial capital. Based on the credit capital needs of these projects, commercial banks will consider lending according to regulations.
Another credit program, focusing on agriculture, forestry, and fisheries, has outstanding loans amounting to VND238.129 trillion. This program initially had a scale of VND15 trillion. After four expansions in scale and scope, the program's current scale is VND185 trillion.
